The Afghan Constitution came into effect in 2004. Since then, it has not been fully implemented. Calls for constitutional change became stronger in recent years. In 2013, the Hamida Barmaki Organization and the Max Planck Foundation implemented a project that focused on one important aspect: the interpretation of the constitution. They assisted the Independent Commission for Overseeing the Implementation of the Constitution (ICOIC) with courses and seminars in Kabul and Heidelberg, including a visit to the Federal German Constitutional Court. Other institutions, particularly the Supreme Court of Afghanistan, were offered the same support.
