In 2011, the German-Afghan project team began with intense support programs for the law faculties of Afghan universities. They advised several faculties on how to establish LL.M. programs, which are needed in order to address the long-term needs of Afghanistan’s legal system and institutions. Another aim of the project was to connect Afghanistan’s jurists to the global community of legal practitioners and academics. The most important result of the LL.M. program was the insight that a new, better-trained generation of law professors was needed. As a consequence, the Max Planck Foundation and the Hamida Barmaki Organization created the Ph.D. program for law lecturers, which is currently being implemented.
