Rule of Law and Access to Justice

Rule of law and access to justice lie at the centre of the mandate of the HBORL. They are considered essential factors for peace, human development and the reduction of poverty. The Organisation’s vision is an effective, responsive, accessible and fair justice system promoting the rule of law and protecting human rights, through both formal and informal processes, with a particular focus on the rights of the poor, women, children and other vulnerable groups.
