Administrative Reform

In Afghanistan, most initiatives aiming at fostering the rule of law focus exclusively on judicial and law enforcement institutions. This underlying narrow understanding of the rule of law is problematic regarding the relationship between citizens and administration. Most Afghan citizens interact with the administration on a regular basis, for example when they register businesses, pay taxes, study at state universities etc. For them, it is of utmost importance that the administration acts in compliance with the law. Judicial review of administrative acts is also essential but not yet possible in the Afghan court system.
